摘　　要：政府信息的公开性、透明性是现代行政的基本特点,然而以湖北武汉为源头的新型冠状病毒疫情的爆发对我国的信息开放能力和水平再次提出了严峻的挑战。政府信息公开在重大疫情当中应当服务于防控疫情的工作全局,因而通过有针对性地提出重大疫情当中政府信息开放的客体范围,可以明确疫情时期政府信息开放具有目的、方式多样以及时效性要求更高的特征。并基于此充分认识我国在应对重大疫情问题时,信息公开工作当中仍然存在能力不足以及风险认识不够的问题,最后提出确立特殊时期的信息公开原则以及建立和完善相关体制机制的建议。The openness and transparency of government information are the basic characteristics of modern administration.However,the outbreak of the novel coronavirus epidemic,with Wuhan of Hubei Province as its epicenter,once again poses a severe challenge to China s ability and level of information opening.Government information disclosure should serve the overall situation of epidemic prevention and control in major epidemic.Therefore,by proposing the object scope of government information opening in major epidemic,it can be clear that government information opening in epidemic period has the characteristics of purpose,diversity of ways and the requirement of higher timeliness.Based on this,we fully understand that there are still problems of insufficient capacity and risk awareness in information disclosure in response to major epidemic problems in our country.Finally,we put forward some suggestions for establishing the principle of information disclosure in special period and building and improving the relevant system and mechanism.
