土地发展权交易与区域经济增长的时空溢出效应--基于重庆地票交易政策的实证分析

摘　　要：在我国实施城乡融合、区域协调发展战略的背景下,探讨区域间基于发展权交易的土地要素互动及其对经济增长的影响具有重要理论和现实意义。以实施地票交易政策构建区域间土地发展权交易市场的重庆市为研究区域,基于2008—2017年重庆市地票交易数据,采用空间自相关检验和空间动态面板模型,分别利用地理距离、经济距离和经济地理距离三种类型的空间权重,从时间维度和空间维度探讨区域经济增长的溢出效应及土地发展权交易对于区域经济增长的作用机制。研究结果表明:①重庆市各个区县的经济发展水平与土地发展权交易行为均存在显著的空间正相关关系,随着地票交易政策的实施,空间集聚水平不断提高。②无论在时间维度还是空间维度,重庆市区域经济增长均呈现出显著的时间溢出效应和空间溢出效应,但现阶段,维持本区域经济持续快速增长的时间溢出效应要强于带动周边区域经济增长的空间溢出效应。③区域土地发展权交易行为显著地影响着本区域和经济地理距离上相邻区域的经济发展,对本区域经济增长贡献的直接效应大于对周边区域经济贡献的溢出效应,同时,长期效应也显著明显于短期效应。基于此,政府应在建立调节和预警机制的基础上,以土地发展权交易为纽带搭建城乡间、区域间要素互动的有效通道,形成土地、资本、劳动力多要素协同作用的区域融合发展体系,提高要素区域间的配置效率。Under the background of implementing the strategy of urban-rural integration and regional coordinated development in China,it has great theoretical and practical significance to explore the interaction between transaction of land development right and its impact on economic growth.Based on the data of land development right transaction in Chongqing from 2008 to 2017,this paper uses spatial autocorrelation test and spatial dynamic panel model under three types of spatial weights from geographical distance,economic distance to economic geographical distance to discuss the spillover effect of economic growth from time dimension and spatial dimension.The results show that:Frist,there is a significant positive spatial correlation between the economic development level and the transaction behavior of land development right in Chongqing.Second,Chongqing's regional economic growth shows significant time lag effect and spatial spillover effect in both time and space dimensions,but at present,the time lag effect of maintaining sustained and rapid regional economic growth is stronger than the spatial spillover effect of driving the growth of surrounding regional economy.Third,the decision-making of land development right transaction has a significant impact on the economic development of the region and adjacent regions in the economic and geographical distance.The direct effect on the economic growth of the region is greater than the spillover effect on the contribution of the surrounding regional economy.Meanwhile,the long-term effect is also significantly greater than the short-term effect.
