碳排放机制中基于古诺纳什均衡的企业福利分析——以双寡头垄断市场为例

摘　　要：【目的】基于古诺双寡头垄断模型,研究碳排放交易体系中碳排放权分配方式与社会福利的关系。【方法】首先刻画了双寡头垄断市场中碳排放交易体系的模型,进而在不同的碳排放权分配方式的条件下得到生产企业产量变化的解析表达式,从而对社会福利进行分析。【结果】发现已有的3种碳排放权分配方式都将会损害消费者的权益,其中历史排放法与拍卖分配法对消费者剩余会造成相同程度的减少,而当政府利用基准分配法分配碳排放权时,消费者剩余较其他两种方法能得到更大的保障。此外,还讨论了在碳排放交易体系中不同分配方式影响生产者剩余变化的一些充分条件。最后证明了3种分配方式都将减少社会总福利,当政府采用历史排放法与拍卖分配法时碳排放机制对社会总福利产生的影响相同,而且比采用基准分配法时社会总福利减小的幅度更大。【结论】主要结果推广了一些先前研究的成果,并充实了古诺双寡头垄断模型下碳排放交易体系中的社会福利分析,为政府产业政策的制定提供了一些理论依据。[Purposes]Based on the Cournot duopoly model,discussing the relationship between the carbon emission permit allocation methods and the social welfare in the carbon emission trading system.[Methods]It establishes a theoretical model under the carbon emission trading system,gets the generally analytical expressions of the output change of duopolists,and then analyses the change of social welfare.[Findings]All of the three methods will decrease the customer surplus,both the grandfathering method and the auctioning method influence the consumer surplus to the same degree.However,the consumer surplus faces greater protection when the government uses the benchmarking method to distribute carbon emission permit.In addition,some sufficient conditions about how different carbon emission allocation methods affect the producer surplus in the carbon emission trading system has been discussed.Finally,all of the three allocation methods will reduce the total social welfare.The grandfathering method and the auctioning method will have the same effect on total social welfare,while the benchmarking has less influence than other two methods.[Conclusions]The main results are well-supported to some previous researches,and enrich the existing theory,what’s more,these results also provide policy makers with additional information to design efficient and effective energy and environmental policies.
