摘　　要：风险管理作为应急管理体系建设工作的重要抓手,逐渐受到高度重视。本文分析了国际风险管理的发展趋势,梳理了我国城市综合风险管理体系建设的发展脉络,研究探讨符合我国实际的风险管理模式,提出了我国城市公共安全综合风险管理体系建设的基本思路、主要内容及发展路径。As an important part of the construction of emergency management system,the risk management has been paid highly attention in recent years in China.This paper analyzes the development trend of international risk management,and reviews the history of China’s construction of urban comprehensive risk management system.The paper further studies and discusses the risk management mode in line with China’s actual situation,as well as puts forward basic idea,main contents of and development path for the urban comprehensive risk management system for the public safety.
