区域比较视角下四川省卫生资源配置公平性研究

摘　　要：目的基于区域比较视角,分析四川省及五大经济区卫生资源配置的基本情况及其公平性,为四川省五大经济区卫生资源的优化配置提供参考。方法用描述性统计分析四川省五大经济区的卫生资源配置现状,用洛伦兹曲线、基尼系数和泰尔指数,从人口、经济、地理三个维度分析四川省卫生资源配置的公平性。结果从经济和人口维度分析,各卫生资源指标的基尼系数处于0.1316~0.3162之间,总泰尔指数均小于0.04;从地理维度分析,各核心卫生资源指标的基尼系数均大于0.4,总泰尔指数均大于0.5。结论从地理维度分析,四川省卫生资源公平性较差,从人口和经济维度分析,其卫生资源配置公平性明显优于地理维度。建议加强全省卫生健康协同发展,进一步优化卫生资源配置,促进资源共享,缩小各区域间的差距;还可采取针对性措施,提升边远山区居民医疗卫生服务可及性。Objective To analysis the basic situation and fairness of health resource allocation in Sichuan and the five major economic zones based on the perspective of regional comparison,and to provide reference for the optimal allocation of health resources in the five economic zones of Sichuan.Methods Descriptive statistical analysis was used to analyze the status of health resource allocation in the five major economic zones of Sichuan.The Lorenz curve,Gini coefficient and Theil index were used to analyze the fairness of health resource allocation from the three dimensions of population,economy and geography.Results From the economic and demographic perspective,the Gini coefficients of each index were between 0.1316 and 0.3162,and the total Theil index was less than 0.04.From the geographic dimension analysis,the Gini coefficients of each index were greater than 0.4,and the total Theil index was greater than 0.5.Conclusion From the perspective of geographical dimension,the fairness of health resource in Sichuan is relatively poor,and it is obviously worse than that from the perspective of population and economy.It is recommended to strengthen the coordinated development of health in Sichuan,further optimize the allocation of health resources,promote resource sharing,narrow the gap between regions,and adopt targeted measures to improve the accessibility of medical and health services for residents in remote mountain areas.
