摘 要:传统封建帝制时期的乡村自治是低层次自发性"乡民自治",清末民国以来乡村自治则是在国家引导下走向"自治"现代化的一种探索。本文反思新中国成立以来基层社区治理历史轨迹,以史为鉴,阐述当前基层社区治理为何加强党建引领并以此推动自治、法治、德治的"三治融合"。唯有如此,方能更好地理解和把握中国基层社区治理现代转型的改革路径依赖及其发展趋势。中国当代基层社区治理早先更多具有政府主导特点,并逐渐转向国家引导,乃至在未来很长一段时期内主要呈现为混合模式。If it is a kind of low-level spontaneous"village autonomy"restricted by specific conditions and environment during the traditional feudal monarchical period,then the reform of village autonomy is an exploration towards"autonomous"modernization under the guidance of the state since the late Qing dynasty and the Republic of China.Under the background of comprehensively deepening reform based on China's national conditions,reflecting on the historical record of grass-roots community governance since the founding of the People's Republic of China and taking history as a mirror,it is not difficult for us to understand why grass-roots community governance should strengthen the guidance of party's construction and promote the"three governance fusion"of autonomy,rule of law and rule of virtue.Only in this way can we better understand and grasp the path dependence of reform and the developmental trend of the modern transformation of China's grass-roots community governance.In the early days,China's contemporary grass-roots community governance was more government-led,and gradually turned to the guidance of the state,and will even be mainly presented as a mixed model for a long period of time in the future.
