摘　　要：新常态下,在公共服务领域推广PPP模式是改进政府公共服务的重要举措,是化解地方投融资难题,缓解财政支出压力,建立现代财政制度,提升政府治理能力的内在要求。近年来,在推行PPP模式的过程中,存在着思想认识、工作力度、专业能力上的偏差,以及顶层制度的不统一,管理体制的不协调等问题。解决这些问题,一方面需要通过完善政策法规,加快推进PPP单一法案的立法,出台PPP模式下分行业或者分领域的操作指南和规章,来建立更完善的金融政策支持体系;另一方面,也要加大对PPP政策和运作模式的宣传力度和相关专业技术人才的培育力度,同时加强对PPP项目专业咨询服务机构建设的引导、监管、考核,以及进一步创新民营资本的引入机制,开发出适合各级财政部门的PPP运作模式。Under the new normal,promoting the PPP model in the public service field is an important measure to improve the government’s public services,as well as an internal requirement for resolving local investment and financing problems,easing pressure on fiscal expenditure,establishing a modern fiscal system,and improving government governance.In recent years,in the process of pursuing the PPP model,there have been deviations in ideological understanding,work intensity,and professional capabilities,as well as the inconsistency of the top-level system and the uncoordinated management system.To solve these problems,on the one hand,it is necessary to improve the legislation of the PPP single bill by improving policies and regulations,and promulgate operational guidelines and regulations by industry or field under the PPP model to establish a more complete financial policy support system;on the other hand,It is necessary to increase the publicity of PPP policies and operation models and the cultivation of relevant professional and technical personnel,and at the same time strengthen the guidance,supervision and evaluation of the construction of professional consulting service institutions for PPP projects,and further innovate the introduction mechanism of private capital to develop suitable PPP operation mode of financial departments at all levels.
