权责结构与领导批示:官员问责的政治逻辑分析--基于2005年以来我国安全生产事故官员问责的混合研究

摘　　要：根据中国政府组织行为的特点,以2005-2017年发生的59起安全生产事故中被问责的高官为研究对象,通过logistic回归与清晰集定性比较分析(cs/QCA)混合研究方法,超越个案的特殊性揭示导致官员问责职级差异的条件组态和作用机制,结合中国改革实践并聚焦中央与地方的关系问题对问责职级结果做出阐释。回归分析发现,领导批示与责任结构是决定官员问责结果的关键因素,对官员问责结果影响显著。基于清晰集定性比较分析,进一步探究高层注意力与权责结构在个案层面的作用机制,发现了两条典型官员问责组合路径。研究结论对理性认识我国官员问责背后的多重因素间复杂互动关系具有一定的参考价值,并为官员问责提供了有益的启示。Combined with the characteristics of the Chinese government’s organizational behavior,the high-ranking officials w ho w ere held responsible for the 59 safety production accidents occurred in 2005-2017 w ere selected as the research object,and the mixed research method of logistic regression and clear set comparative analysis( cs/QCA)exceeded the case. The particularity reveals the conditional configuration and mechanism of action leading to differences in official accountability levels,and explains the accountability ranks in conjunction w ith China’s reform practices and focusing on central-local relationships. Regression analysis found that leadership instructions and accountability structures are key factors in determining the accountability of officials and have a significant impact on official accountability. Basedon the clear and qualitative comparative analysis,the role mechanism of high-level attention and pow er and responsibility structure at the case level is further demonstrated,and tw o typical officials’ accountability combination paths are found.The conclusion of the study has certain reference value for the rational understanding of the complex interaction nature betw een the multiple factors behind the accountability of Chinese officials,and brings useful practical enlightenment to the accountability of officials.
