社区警务走向协同治理:实践价值、阻滞因素及实现路径

摘　　要：协同治理注重治理主体关系的构建,是治理的最高形式。将协同治理引入社区警务中,能够克服公共安全服务供给碎片化困境,提升警务治理效能,促进社区自治。当前社区警务实现协同治理仍面临着社区发展不充分、治理主体协同理念不足、社区治理与社区警务之间协同制度缺位等阻滞因素。因此,健全社区警务协同治理的制度保障,培育社区警务协同治理的社会资本,构建社区警务协同治理的运行网络成为社区警务协同治理的有效路径。Collaborative governance pays attention to the construction of governance subject relationship,which is the highest form of governance.Introducing collaborative governance into community policing can overcome the fragmentation of public security service supply,improve the efficiency of policing governance and promote community autonomy.At present,the realization of community policing collaborative governance is still facing some obstacles,such as inadequate community development,insufficient collaborative concept of governance subject,and lack of collaborative system between community governance and community policing.Therefore,it is an effective way to realize the collaborative governance of community policing by improving the institutional guarantee of collaborative governance,cultivating the social capital of collaborative governance,and constructing the operational network of collaborative governance.
