摘　　要：BOT(Build—Operate—Transfer),即建设—经营—移交,指投资方与政府或业主签订特许经营协议,建设并经营某特许项目,经营期完成后移交给政府或业主。本文对BOT项目的融资模式、运作方式及运作程序进行了概述,并分析了BOT投资合作模式在河钢乐亭钢铁有限公司新建钢铁项目的应用及其所具有的施工、运营、融资风险及防控措施,以期能够推进BOT模式在钢铁行业投资的应用。BOT(build-operate-transfer),that is,build-operate-transfer,refers to a franchise agreement signed between the investor and the government or the owner to Build and Operate a franchise project,which will be transferred to the government or the owner after the completion of the operation period.This paper summarizes the financing mode,operation mode and operation procedure of BOT project,and analyzes the application of BOT investment cooperation mode in the newly-built steel project of HBIS Laoting Iron and Steel Co.Ltd.and its construction,operation,financing risk and prevention and control measures,so as to promote the application of BOT mode in the investment of steel industry.
