摘　　要：近十几年来,我国城市交通中电动两轮车群体增长迅速。与此同时,电动自行车的安全风险日益增加。文章分析了电动两轮车事故的常见特点,结合国内外相关案例分析指出电动两轮车(包括电动自行车及电动摩托车)的安全治理的一些思路及建议。电动两轮车的安全治理首先应采用安全系统方法思维,采取综合治理的策略。从道路的角度,改善电动自行车安全需要考虑三个主要问题:速度管理,路权分配及管理,以及交叉口设计。在改善措施的制定上,应确定弱势群体的优先保护原则,针对电动两轮车的速度、质量等因素考虑其路权使用情况,也要针对与其混行的其他交通流与路面空间情况决定采取具体的行驶规则与街道设计方案。In the past years,the safety risks of electric two-wheelers(E2Ws)have been increased due to the rapid growth of e-bikes and e-motorcycles in China.Based on the analysis of the characteristics of E2Ws-involved accidents,this study investigates international practices and aims to provide insights into E2W safety improvement in domestic cities.In this paper,we discuss three main road aspects related to E2W safety:speed management,right-of-ways,and intersection design.We also discuss using a safety system approach to address safety issues of E2W.To improve safety of E2Ws,more vulnerable users should be given priorities.Further studies should be made on various factors such as the weight and speed of E2Ws,traffic conditions,and road space in order to make specific driving rules and street design plan.
