摘 要:在科技革命、产业变革和经济发展方式形成历史性交汇时期,对我国高等院校提出了新的要求。不同类型的高校具有不同的目标定位,面临不同的科学研究发展问题。本文首先分析了应用型大学科学研究存在纵向高层次科研项目申报率低立项率低、横向攻关课题承载力弱、科技创新集成度低等问题,不利于充分发挥应用型大学要对区域经济发展和产业转型升级发挥支撑作用。然后从应用型大学发展的目标定位、运行机制、实施过程、岗位认定等多个维度,分析了应用型大学科学研究发展的资源瓶颈、制度瓶颈、管理瓶颈、效率瓶颈。进而围绕学校目标定位和运行机制,提出以下举措:(1)构建“学科建设为龙头、科学研究为支撑、人才培养为基础”的高等教育生态系统;(2)实施制度引领建立“以分类评价为依据、以知识价值为导向”的考核激励制度体系;(3)建立“纵向-横向-管理”持续发展的科技创新体系;(4)发挥人事制度评价考核的指挥棒作用,激发活力提升系统运行效率。本文多角度探索应用型大学科学研究瓶颈问题的解决方案以期为应用型大学科研管理提供参考。In the period of technological revolution,industrial reform and economic development,new requirements have been put forward for universities in our country.Different types of universities have different target orientation and face different problems of scientific research and development.Firstly,this paper analyzes the problems of applied universities scientific research,such as low application rate of longitudinal high level scientific research projects,weak bearing capacity of horizontal key research projects,low integration of scientific and technological innovation,and so on.Which is unfavorable to give full play to the regional economic development and industrial transformation and upgrading.Then it analyzes the resource bottleneck,system bottleneck,management bottleneck and efficiency bottleneck of the scientific research and development of applied universities from the aspects of target orientation,operation mechanism,implementation process,post confirmation and so on.Then,according to the orientation and operation mechanism of universities objectives,the following measures are proposed:(1)the construction of"discipline construction as the leading,scientific research as the support,talent training as the foundation"the ecological system of higher education;(2)the implementation system leads to the establishment of an examination and incentive system based on classification and evaluation and guided by knowledge value;(3)establishing a system of Scientific and technological Innovation for the Sustainable Development of"Vertical-Transverse-Management";(4)give play to the personnel system evaluation and assessment of the baton role,stimulate vitality and improve the efficiency of the system.This paper explores the solutions to the bottleneck problem of scientific research in local colleges and universities from various angles in order to provide reference for the management of scientific research in local colleges and universities.
