经济—能源—环境—科技协调发展问题研究——以“一带一路”沿线省市为例

摘　　要：在对“一带一路”沿线省市经济、能源、环境、科技系统协调度和发展度进行科学测算的基础上,引入“耦合度”模型评价四元系统协调和发展之间的耦合水平,并采用Kernel密度函数和空间计量方法分析四元系统协调度、发展度和耦合度的时空特征,结果表明:沿线省市四元系统协调度水平较好,但是发展度水平偏低,使得耦合度水平不高;发展度和耦合度存在一定地区差异,西部省份明显偏低,但是提升速度较快;发展度、协调度和耦合度虽然都存在一定的“两极分化”,但逐渐减弱和消除,在地理空间上存在的“聚集”特性也在不断降低。对此,应采取相关措施,促使我国经济—能源—环境—科技四元系统协调发展。Based on scientific calculation of coordination and development degree of economic,energy,environment and science and technology systems in provinces and cities along"The Belt and Road","coupling degree"model is introduced to evaluate coupling level between coordination and development of quaternionic system,and Kernel density function and spatial measurement are used to analyze temporal and spatial characteristics of coordination degree,development degree and coupling degree of the quaternionic system.The results show that coordination level of quaternionic system in provinces and cities along"The Belt and Road"is good,but the low level of development makes the coupling level low;There are some regional differences in the degree of development and coupling.These degrees of western provinces are obviously low,but the promotion speed is relatively fast;Although there is a certain"polarization"in the degree of development,coordination and coupling,it is gradually weakened and eliminated,and the characteristics of"aggregation"in geographical space are also decreasing.Therefore,relevant measures should be taken to promote the coordinated development of economy-energy-environment-science and technology system.
