摘　　要：工业作为资源型地区经济增长的主要贡献产业,同时也是最大的能源消费和污染物排放产业。为探索用能权交易、排污权交易和碳排放权交易等环境规制政策对工业节能减排的影响作用,从系统动力学视角出发,通过构建资源型地区工业产业的能源消费和污染物排放系统动力学模型,以山西省为例动态直观地考察各项环境规制政策的节能减排效果,为资源型地区工业环境规制政策创新提供现实依据。仿真结果显示,各项环境规制政策均能降低能源消费和污染物排放量,但政策力度要把握在合理的区间。据此提出在制定基于市场的环境规制政策时,要紧跟市场形势,确定有效的交易价格。As a major contributor to economic growth in resource-dependent regions,industry is also the largest energy consumption and pollutant emission industry.In order to explore the impact of environmental regulation policies such asenergy trading,emission trading and carbon emission trading on industrial energy conservation and emission reduction,from the perspective of system dynamics,the energy consumption and pollutant emission system dynamics model of indus trial industry in resource-based regions represented by Shanxi province was constructed to dynamically and intuitively in vestigate the energy conservation and emission reduction effects of various environmental regulation policies,so as to pro vide a practical basis for the innovation of industrial environmental regulation policies in resource-based regions.Simula tion results show that all environmental regulation policies can reduce energy consumption and pollutant emission,but the policy intensity should be controlled within a reasonable range.According to this,it is necessary to follow the market situ ation and establish effective transaction price when formulating market-based environmental regulation policies.
