农业保险组织制度创新与乡村振兴战略的动态协调发展研究

摘　　要：乡村振兴战略是新时期国家重要的农业战略规划,农业保险组织制度创新作为农村金融制度创新的分支,对农村社会经济发展有重要影响作用。基于2011—2016年全国31个省、自治区和直辖市的相关统计数据,先后运用熵权法和耦合协调度模型,分析6年来中国农业保险组织制度创新同农村产业发展、农民生活水平的耦合协调关系。实证结果表明:农业保险组织制度创新同农村产业发展、农村居民生活富裕程度处于勉强协调的互动状态,并且农业保险组织制度创新同农村产业发展的耦合协调度要低于同农民生活水平的协调度;农业保险组织制度创新同农村产业发展和农民生活富裕程度的耦合协调度水平存在时空差异,空间上耦合协调度水平总体从东向西呈递减趋势,时间上耦合协调度水平总体呈上升趋势,并且东、中、西三大区域的差距有所缩小。Rural revitalization strategy is an important national agricultural strategic planning in the new era.As a branch of rural financial system innovation,agricultural insurance organization system innovation has a certain impact on rural social and economic development.Based on the relevant statistical data of 31 provinces,autonomous regions and municipalities directly under the central government from 2011 to 2016,this paper uses entropy weight method and coupling coordination degree model successively to analyze the coupling coordination relationship between China's agricultural insurance organization system innovation and rural industrial development and farmers'living standards in the past six years.The empirical results show that:1)The system innovation of agricultural insurance organization is in a barely coordinated interaction with the development of rural industry and the prosperity of rural residents,and the coupling degree of the system innovation of agricultural insurance organization and the development of rural industry is lower than that of the living standard of farmers.2)There are spatial and temporal differences between the institutional innovation of agricultural insurance organization and the level of coupling and coordination between rural industrial development and farmers'living prosperity.Spatially,the level of coupling degree of coordination was decreasing from east to west,and temporally,the level of coupling degree of coordination was increasing,and the gap between the three regions was narrowed.
