环渤海海岸带陆海统筹功能区划研究

摘　　要：目的针对功能区划的普遍性和海岸带地区的独特性,以环渤海海岸带3省1市的38个县域为研究案例,按照陆海统筹的思路,对环渤海海岸带进行功能区划探索,得到功能分区并提出发展策略。方法以人口、GDP和土地利用为基础数据源,以适宜性分析和SOMF神经网络分析作为陆域国土分区主要方法,并根据陆域适宜性评价结果,通过专家综合评价对海域的功能区进行相应的调整,达到陆海统筹国土空间功能的衔接。结果环渤海海岸带陆海统筹功能分区划分为4个一级区、8个二级区、85个区块。其中优化开发区包括22个区块;重点开发区分为港口型、港城型和城镇型,共计31个区块;限制性开发区分为农耕型、生态型和渔盐型,共计21个区块;优先保护区包括自然保护区和海洋保护区,共计11个区块。结论进行海岸带地区功能区划,需要统筹陆、海两大要素。做好陆域、海域国土功能分区的衔接是关键,适宜性分析、SOFM神经网络分析是有效方法。Objective In view of the universality of the functional zoning and the uniqueness of the coastal zone,38 counties of three provinces and one city in the coastal zone around the Bohai Sea were taken as research cases to carry out the functional zoning of the two major elements of land and sea,and the functional zoning was obtained and the development strategy was put forward.Methods With population,GDP and land use as the basic data sources,suitability analysis and SOMF neural network analysis as the main methods of land zoning,and according to the results of land suitability evaluation,the functional zones of the sea area were adjusted through the comprehensive evaluation of experts,so as to achieve the connection of land and sea land spatial functions.Results There are 4 first-class zones,8 second-class zones and 85 small zones in the land and sea integrated functional division of the Bohai Sea coastal zone.Among them,the optimized development zone includes 22 small zones;the key development zones are divided into port type,port city type and town type,totaling 31 small zones;the restricted development zones are divided into farming type,ecological type and fishery salt type,totaling 21 small zones;the priority protection zones include natural protection zones and marine protection zones,totaling 11 small zones.Conclusion To carry out the functional zoning of the coastal zone,it is necessary to coordinate the land and sea,two major elements.It is the key to link the land and sea functional areas,and the suitability analysis and SOFM neural network analysis are effective methods.
