基于层次分析法的矿建工程项目采购风险管理——以板集煤矿建设项目为例

摘　　要：煤矿建设工期长、工序多、影响因素繁杂、投资金额大,采购对煤矿建设项目的安全、工期、质量、投资控制有着重要影响。文章基于板集煤矿建设项目实际,采取风险列表法与流程图分析法识别采购过程风险,在采购管理中剖析出板集煤矿建设项目的影响因素清单,包括二级风险影响因素61个,一级风险影响因素9个;然后通过层次分析法综合分析与采购风险相关的多方面指标,以量化形式直观反映,对主要影响因素进行分析并提出应对策略。Coal mine construction involves a long construction period,many processes,complicated influencing factors and large investment amount.Purchasing has an important impact on the safety,duration,quality and investment control of coal mine construction projects.Based on the actual situation of Banji Coal Mine,this paper identifies the procurement process risk by risk list method and flow chart analysis method,and dissects the list of factors affecting the procurement risk of construction projects in Banji Coal Mine.Among them,there are 9 factors affecting the first-level risk and 61 factors affecting the second-level risk.Then,through the analytic hierarchy process(AHP),a comprehensive risk analysis is made to study procurement risk-related indicators,reveal in the quantitative form,analyze main influencing factors and put forward countermeasures.
