我国水利发展阶段划分探究及指标分析

摘　　要：自新中国成立70年来,水利事业经历了从初级向高级的发展阶段,每个阶段具有不同的特点。笔者依据不同时期的特点和治水思路把水利发展划分三个阶段,即起步阶段、发展阶段和转型阶段,全面分析了水利投资、水电发电量和灌溉面积等三个水利发展指标在经济发展过程中的变化,探讨了水利发展和社会经济发展之间的关系。通过科学分析和认识我国水利发展历程,为准确把握当前和预测今后水利发展趋势具有重要意义。Since the founding of the People’s Republic of China 70 years ago, the water conservancy industry has experienced a stage of development from primary to advanced, each stage has different characteristics. According to the characteristics of different periods and the ideas of water control, the authors divide the development of water conservancy into three stages, namely, the initial stage, the development stage and the transformation stage, comprehensively analyze the changes of three indicators of water conservancy development in the process of economic development, such as water conservancy investment, hydropower generation and irrigation area, and discuss the relationship between water conservancy development and social economic development. Through scientific analysis and understanding of the development process of water conservancy in China, it is of great significance to accurately grasp the current and forecast the future development trend of water conservancy.
