摘 要:为解决如何评价配电网原规划方案的合理性和科学性以及如何量化配电网规划实施程度和效果的问题,笔者从规划本身的角度出发,从规划有效性和实施成效性两个维度构建了配电网规划后评价指标体系,并提出主客观结合的基于熵权法改进灰色关联度的配电网规划后评价方法。实例分析表明,该评价方法不仅可从综合评价结果判断规划的整体有效性和合理性,而且可针对性地对规划进行局部总结分析,提出未来规划重点考虑的方向,为电网企业的配电网规划或投资提供了理论参考依据。In order to solve the problem of how to evaluate the rationality and scientificity of the original planning scheme of distribution network and how to quantify the implementation degree and effect of distribution network planning, from the perspective of planning itself, the authors construct the post-evaluation index system of distribution network planning from the two dimensions of planning effectiveness and implementation effectiveness, and put forward the post-evaluation method of distribution network planning based on the combination of subjective and objective weights and entropy method to improve the grey correlation degree. The case analysis shows that the evaluation method can not only judge the overall effectiveness and rationality of the planning from the comprehensive evaluation results, but also make a local summary and analysis of the planning pertinently, put forward the key consideration direction of future planning, and provide a theoretical reference for the distribution network planning or investment of power grid enterprises.
