摘　　要：科学资助组织已成为当前国内外方兴未艾的"开放科学"运动中最重要的参与主体之一。本研究聚焦科学资助组织如何推进开放科学运动中较为成熟的"开放获取"的发展,构建了基于开放获取政策实践的"过程-层次"分析框架,以之对世界主要科学资助组织的开放获取政策实践展开比较分析,详细梳理了科学资助组织促进开放获取政策的发展前沿及其面临的挑战。研究还就我国科学资助组织应如何应对开放获取、开放创新和开放科学可能带来的基础研究范式变革以及知识生产模式创新等提出了政策建议。The scientific funding organization has become an essential stakeholder in Open Science movement. Based on comparative analysis of policies related to open access in scientific funding organizations in main countries, this paper constructed a Process-Layer-Analysis framework of policy practice to describe the current status-quo of open access policy practice of main funding organizations. The paper not only reviews the practices and experiences of funding organizations in promoting open access, but also summarizes the emerging challenges of open access movement. Policy implications for Chinese scientific funding organizations to promote open science movement are proposed accordingly.
