政府购买服务的中国香港经验与启示

摘　　要：我国香港特别行政区的公共服务提供广泛应用了政府购买服务机制,从社会福利署购买服务的具体做法来看,采取了整笔拨款制度、凭单制和竞争性招标等不同模式,其中以整笔拨款制度为主。香港政府购买服务的经验对内地的启示是,政府购买服务不宜过度强调竞争,应当更加注重政府与服务机构的稳定合作;传统的政府采购制度对政府购买服务特别是公共服务的适用性不强,应当探索更为灵活、便捷、高效的购买方式;政府购买服务应当高度重视绩效管理,积极务实推进绩效评价评估工作;事业单位在公共服务体系中扮演重要角色,应处理好其与政府购买服务改革的关系,创新治理机制,提高服务效率。The mechanism of government purchase of services has been widely applied in Hong Kong public service.In the practice of the Social Welfare Department purchasing services,different patterns such as Lump Sum Grant Subvention System(LSGSS),voucher system and competitive tendering have been adopted,among which the LSGSS is most popular.The enlightenment of Hong Kong government’s experience in purchasing services to the mainland may include the following aspects:First,government purchase of services should pay more attention to maintain stable cooperation between the government and service agencies rather than emphasis too much on competition.Second,the traditional government procurement system is not perfectly applicable to government purchase of services,especially of public services,and more flexible,convenient and efficient purchasing methods should be explored.Third,government should attach great importance to performance management in purchasing services,and actively and pragmatically promote performance evaluation and appraisal.Forth,public institutions plays an important role in the public service system,and such role should be properly handled in the reform of government purchase of services by innovating governance mechanisms and improving service efficiency of public institutions.
