需求关联与重点赋权:居民社区参与的撬动点——以天津市L垃圾分类项目为例

摘　　要：社区居民参与意愿不强、动力不足以及被动参与等问题一直是社区参与领域中的难点问题。文章通过对天津市L垃圾分类项目在聚集、引导居民社区参与方面经验的考察,发现"需求关联"和"重点赋权"是推动居民进行积极社区参与的两大关键点。同时阐述二者在社区场域中的具体运作方法,以期探寻出一条促进城市居民社区参与的新思路。Community residents’weak willingness of participation and lacking of motivation is a focused issue in the field of community participation.This paper aims to find key points of promoting the level of community participation through analyzing the project of L garbage classification.The results show that"associated demand"and"intensive empowerment"are two key points to promote residents’motivation in community participation.
