公租房PPP项目中民营部门的投资决策研究

摘　　要：公租房PPP项目的投资风险因素存在模糊性和冗余性,用粗集动态约简风险指标可消除指标间的关联性,构建基于民营部门投资风险的评价指标体系;将G1法应用于UEOWA-ULHA算子进行权重计算,把专家基于语言评估标度做出的风险评价结果用决策矩阵表示,通过可能度公式计算得出可能度矩阵,最后求得排序向量,得到最优投资项目,在民营部门选取的项目中运用可能度矩阵排序得到关键风险因素,为民营部门的投资决策提供参考,也为民营部门提供了提前制定关键风险因素应对措施的指导。Aiming at the fuzziness and redundancy of the investment risk factors of the private sector in PPP projects of public rental housing,this paper uses the rough set dynamic reduction risk index to eliminate the correlation among the indicators,and constructs the evaluation index system based on the investment risk of the private sector.Then the G1 method was applied to UEOWA-ULHA operator,overcomes the drawback of AHP need consistency check,the experts based on the linguistic evaluation scale to make risk assessment results with that decision matrix,calculated by possible degree formula may degree matrix,finally obtained by sorting vectors,get the optimal investment projects,use in the private sector to select projects could degree matrix sorting key risk factors,provide a reference for private sector investment decision,also for the private sector to provide the key risk factors of countermeasures develop guidance in advance.
