摘　　要：针对当前政府投资项目造价管理中普遍存在超概算问题,通过对工程项目前期投资决策与设计阶段存在的超概算原因分析,提出了重视项目前期管理是防控超概风险的关键,给出了以建设单位作为工程项目全面管理的中心,总揽全局、系统协调防控项目超概算的对策和措施。In view of the problem of over budget in the current cost management of government invested projects,through the analysis of the causes of over budget in the early stage of investment decision-making and preparation stage of project implementation,it is proposed that attaching importance to the early stage of project management is the key to prevent and control over budget risk,and the construction unit is taken as the center of the overall management of the project,to take the overall situation and coordinate the prevention and control over budget systematically Countermeasures and measures.
