我国农险共保体模式的创新经验及其制度启示——以浙江和海南两省为例

摘　　要：共保体模式已崛起为我国三大主要农险经营模式之一。通过十余年的不懈探索,这一模式试点业已积累了十分丰富的经验。试点省区着重推出了独创省域农险共保体以应对农业巨灾风险、率先以现代农业生产经营者为重点保障对象、首次以地方性立法为农险发展特别是农险共保体成长提供具体制度保障等六项创新举措,并呈现出明显创新特征。这些创新经验对我国农险制度建设具有重要启示意义,体现在应进一步推广和合理改进农险共保体体制、完善政策重点开发适应现代农业需要的农险新产品、大胆创新农险激励制约机制、加快央地多级农险立法步伐四个方面。The model of coinsurance bodies has risen to be one of three major agricultural insurance management models in China.Through over ten years of unremitting exploration,a wealth of innovative experience has been accumulated in the pilots of this model.Six main innovative measures have been taken,such as originally creating provincial agricultural coinsurance bodies to cope with the risk of agricultural catastrophe,and firstly providing specific institutional guarantee through local legislation for the development of agricultural insurance,especially the growth of agricultural coinsurance bodies,etc.Moreover,this model has shown obvious innovative characteristics.The important enlightenments of innovative experience of models of agricultural coinsurance bodies to China’s agricultural insurance system construction embody four aspects,comprising further popularizing and reasonably improving the system of organization of agricultural coinsurance bodies,improving the relevant policies so as to emphatically cultivate new varieties of agricultural insurance to serve modern agriculture,and boldly innovating the incentive and restriction mechanism of agricultural insurance,etc.
