院所管理制度体系研究与设计——以江苏省某科研院所为例

摘　　要：面对科技创新发展新趋势,江苏以高质量发展走在全国前列的目标。某科研院所作为江苏省现代科研院所之一,建立科学高效的科研管理制度是高质量创新发展的必然要求和内部高效管理的根本保障。文章通过对该院所制度建设的发展现状进行梳理,对制度建设存在的问题进行分析,结合制度建设的层次法对该院所的制度框架进行设计,最终对该院所制度建设发展提出了具有针对性的"废""改""立"对策建议。Facing the new trend of the development of science and technology innovation, Jiangsu’s goal of high quality development is in the forefront of the country. As one of the modern scientific research institutes in Jiangsu Province, the establishment of scientific and efficient scientific research management system is an inevitable requirement for the development of high quality innovation and the fundamental guarantee of internal efficient management. Through combing the present situation of institutional construction, analyzing the problems existing in institutional construction,and designing the institutional framework of the institute in combination with the hierarchical method of institutional construction, this paper finally puts forward some countermeasures and suggestions for the development of institutional construction.
