摘　　要：中央政府在《政府工作报告》中对涉台政策的论述体现着大陆对台政策的基本主张与发展走向,受到两岸关系发展语境的变化以及大陆自身发展的影响,大陆决策者的注意力也在随之发生调整。总体来看,改革开放40年来,大陆对台政策既保持了注意力的稳定性,也呈现出注意力的层次变化性,这意味着决策者通过对注意力的分配推动了对台政策的丰富完善,充分确保对台政策维持了在较长时段中的连续性与创新性。The central government’s statement concerning Taiwan-related policies in the Government Work Report reflects the basic propositions and developmental trends of China's Mainland’s Taiwan-related policies.Influenced by changes in the developmental context of cross-Straits relations and the mainland’s own development,policy makers have adjusted their focus accordingly.Generally speaking,during the period of more than 40 years since the reform and opening up,the focus of China's Mainland’s Taiwan policies has not only maintained its stability,but also has exhibited changes and diversification.In other words,policy makers have promoted the diversification and perfection of Taiwan policies through the distribution of their focus,which ensured that the Taiwan policies could maintain continuity and innovation during along period of time.
