摘　　要：制定专项规划有助于图书馆进行人才队伍建设的系统思考和有效实施。论文提出制定图书馆人才队伍建设专项规划的构想,提出规划编制的流程和专项规划的体系架构及重要内容。论文还重点阐述了需要重视的几条原则:宗旨中体现机构和人的共同发展,体系上体现系统规划和实施项目的结合,措施上体现培养教育和规范监督的结合,效用上体现前瞻性和现实性的结合。Making special planning is conducive to the systematic thinking and effective implementation of talent team construction for the library.The paper provides a conception of making a talent team construction planning for the library and puts forward six steps of making a plan as well as the structure and main contents of the plan.The paper also provides some principles in making a plan:the plan should manifest both the individual and institutional development,the combination of systematic planning and project implementation in system,cultivation and instruction in measures,as well as foresight and feasibility in efficacy.
