摘　　要：能源、水资源和建设用地利用秩序是其耦合治理的基础。利用纵向与横向秩序量化各8级轻重标尺,计算需求与供给侧结构异质变动的能源、水资源和建设用地利用秩序;通过比较资源利用效率和社会公平的同步变动关系,测度全要素生产率变化之轻重,从而评价能源、水资源和建设用地利用秩序耦合程度,并提出治理建议。The utilization order of energy,water resources and construction land is the basis of its coupled governance.8-level light and heavy scales quantified by vertical order and horizontal order are used to calculate the utilization order of energy,water resources and construction land with heterogeneous changes in demand and supply-side structures.By comparing the simultaneous changes in the relationship between resource utilization efficiency and social equity,and measuring the magnitude of changes in total factor productivity,the degree of coupling between energy,water resources,and construction land utilization order is evaluated,and governance recommendations are proposed.
