摘 要:资源错配严重地制约着中国经济高质量发展,文章应用中国279个地级市2003—2016年的面板数据,测算各地区劳动资源错配指数,并采用PSM-DID方法对其进行实证检验。研究结论表明:剔除反向因果关系,高铁的开通能够纠正中国5.19%的劳动资源错配;高铁对发达地区和城市的劳动资源错配纠正效应更强,具体表现为,对中国东部地区的纠正效应大于中部和西部地区,对高行政等级城市的纠正效应约为一般城市的两倍;反事实检验证明研究结论具有较强的可靠性和可信性。故此,文章从加快中西部地区高铁网络构建、改善高铁城市配套条件、推动“产城融合、站城一体”的高铁城市建设三个方面给出相关政策建议。The mismatch of resources severely restricts the high-quality development of China's economy.The article applies panel data from 279 prefecture-level cities in China from 2003 to 2016 to calculate the mismatch index of labor resources in various regions,and uses the PSM-DID method to test it empirically.The research conclusions show that:excluding the reverse causality,the opening of high-speed rail can correct 5.19%of the labor resource mismatch in China;The high-speed rail has a stronger correction effect on labor resource mismatch in developed regions and cities.The specific effect is that the correction effect on eastern China is greater than that in central and western regions.Fact tests have proved that the research conclusions have strong reliability and credibility.Therefore,the article gives relevant policy suggestions from three aspects:accelerating the construction of the high-speed rail network in the central and western regions,improving the supporting conditions of high-speed rail cities,and promoting the"integration of production and city,and integration of stations and cities."
