摘　　要：为提高我国海洋测绘管理水平和促进海洋测绘市场发展,文章基于海洋测绘的内容和分类,分析我国海洋测绘市场存在的问题、海洋测绘和陆地测绘的关系以及海洋测绘监管的必要性和依据,并提出完善海洋测绘监管的建议。研究结果表明:我国海洋测绘市场存在监管和技术薄弱等问题;随着海洋开发利用和海洋测绘活动的增多,亟须加强对海洋测绘的监管;应进一步加强顶层设计、厘清监管边界、培育业务市场、完善监管模式、提高数据服务能力和加强交流合作。In order to improve the management level of marine surveying and mapping,develop marine surveying and mapping market in China,based on the content and classification of marine surveying and mapping,this paper analyzed the problems existing in China′s marine surveying and mapping market,the relationship between marine surveying and land surveying,the necessity of marine surveying and mapping supervision,and gave suggestions for improving the supervision level of marine surveying and mapping.The results showed that there were some problems in the market of marine surveying and mapping,such as weak supervision and technology;with the increase of marine development and marine surveying activities,it was urgent to strengthen the supervision of marine surveying and mapping;it was necessary to further strengthen the top-level design,clarify the supervision boundary,cultivate the business market,improve the supervision method,improve the data service ability,and strengthen the exchange and cooperation.
