摘　　要："十一五"以来,中国先后实施了40多个国家级区域规划,由于目前中国区域规划实施评估的理论和实践仍处于探索阶段,如何科学、有效地评估其实施成效,已是一项十分迫切的任务。本文针对中国"十一五"以来区域规划实施评估的现状和问题,探究了区域规划实施评估的主体、标准和方法,提出和构建了区域规划实施评估的主要内容、指标体系和评估周期,以及区域规划实施评估的"3阶段、9步骤"运行机制。在基于一致性和有效性的完全质量评估标准的基础上,按时、保质、保量做好对区域规划实施成效的评估工作,将更有利于建立更加有效的区域协调发展新机制,更有利于全面有效"实施区域协调发展战略"。Since the ‘Eleventh Five-Year Plan’ period, China has implemented more than 40 national-level regional plans. As the theory and practice of China’s regional plan implementation evaluation are still in the exploratory stage, how to evaluate its implementation results scientifically and effectively has become a very urgent task. This paper aims at the status quo and problems of regional planning implementation evaluation since China’s ‘Eleventh Five-Year Plan’ period, explores the subjects, standards and methods of regional planning implementation evaluation, proposes and constructs the main content, index system and evaluation cycle of regional planning implementation evaluation, the ‘3-stage, 9-step’ operating mechanism for regional planning implementation evaluation. Based on the complete quality evaluation standards based on consistency and effectiveness, the evaluation of the effectiveness of regional planning implementation on time, quality, and quantity will be more conducive to the establishment of a more effective new regional coordinated development mechanism, and will be more conducive to the comprehensive and effective ‘implementation of the regional coordinated development strategy’.
