集体产权制度改革对近郊农户市民化能力的影响————基于湖北省440户征地问卷的调查

摘　　要：在以人为本的新型城镇化背景下,近郊农户摆脱短富返贫的“征地诅咒”、真正融入城市的关键在于提升其市民化能力。通过集体产权制度改革,发展壮大集体经济,将城镇化中的土地红利转化为市民化能力是其避免“短富返贫”、构建其市民化能力的核心。以阿马蒂亚·森可行能力理论为基础构建农户市民化能力的评价维度,运用因子分析法与灰色模糊综合评价法对湖北省鄂州市与宜昌市12个近郊村与440户农村家庭的市民化能力进行评价,并通过PSM-DID模型检验集体产权制度改革对市民化的影响。实证结果发现:城镇化中的农户市民化能力由协调能力、就业能力、保障能力、学习能力、经济能力构成;集体产权制度改革能促进近郊农户市民化能力的提升。理论分析结合案例实践得到的启示:首先,集体产权制度改革通过明晰产权、组织再造,规范与激励村集体经济实现规模化经营;随着集体经济的发展壮大,集体经济组织通过提供公共治理与服务,最终实现集体经济的共建共治共享,促进农户市民化能力的提升。In the context of people-oriented new urbanization,suburban peasants get rid of the"curse of land expropriation"and the key to truly integrate into the city lies in improving their citizenization ability.Through the reform of collective property right system,the development and expansion of collective economy,and the transformation of land dividend in urbanization into the ability of citizenization is the core of its ability to avoid"returning to poverty because of wealth"and to construct its ability of citizenization.Based on Sen’s feasible ability theory,the evaluation dimension of peasants’citizenization ability is constructed.Factor analysis and grey fuzzy comprehensive evaluation method are used to evaluate the citizenization ability of 440 rural families in 12 suburban villages of Ezhou and Yichang City,Hubei Province,and the influence of collective economic property right system reform on citizenization is tested by PSM-DID model.The results show that it is necessary to make use of land policy and collective property in urbanization.The right system converts peasants’land endowment into function,and finally shapes their citizenization ability.The reform of collective property right system can realize large-scale management through clear property right,organization reconstruction,standardize and encourage village collective economy to realize large-scale management,and provide public governance and service,which can finally realize the joint construction and sharing of collective economy and promote the improvement of peasants’ability of citizenization.
