向后普京时代过渡时期的中俄关系及美国因素

摘　　要：向后普京时代过渡时期,俄罗斯通过宪政改革,政治上实行分权,重组政府提振经济,外交上提出"俄罗斯优先"的政策,通过这一套"组合拳"拉开了2024年俄罗斯政权交接的大幕。中俄两国逐渐形成内生和外源性动力,政治、经济利益相辅相成,战略协作内容深化,共同利益不断增多,两国关系平稳可持续发展。这一时期,应维护和加强中俄执政党间的合作,避免意识形态的纠缠,强调现实利益。建立共同的欧亚市场,加强在远东地区的合作,投资俄战略大项目,中俄应卸下历史"包袱",以拉紧中俄关系的纽带,中俄美三角关系的格局将是长期性的,中俄应在不结盟基础上共同面对美国的战略遏制。During the transition period towards Post-Putin Era,Russia has initiated a series of policies of the constitutional reform in preparation for the end of Putin’ s administration in 2024 by making some moves of political decentralization,reconstructing the government for economic development and highlighting the "Russia First" principle in diplomacy.Both internal and external driving factors for the development of ChinaRussia relations has gradually generated with growing political and economic interdependency and deepening strategic coordination between the two sides.The relations between China and Russia will remain a stable and sustainable without major fluctuations.In Post-Putin Era,cooperation between ruling parties of China and Russia should be maintained and enhanced.Ideological contradiction between the two sides should be avoided and the mutual benefit should be stressed.Joint effort should be made by China and Russia to establish a common Euroaisan market,strengthen cooperation in the Far-east region and promote investment in major Russian strategic projects.Both China and Russia should also remove the burden of history to strengthen bilateral ties.As the long-term China-RussiaU.S.triangle remains,China and Russia should work together to break the strategic containment from U.S.on the basis of nonalignment.
