摘  要:文章使用中国2000-2017年的省际面板数据,采用基尼系数、Theil-L指数和Theil-T指数三个测度不平衡的指标,对中国各省份(除西藏和港澳台地区)东、中、西部,八大经济区域的创新效率不平衡程度进行了测度,然后利用Theil指数组群分解方法对中国创新效率不平衡进行了分解。测度和分解结果表明:中国各省份之间创新效率不平衡程度表现出先上升后下降的变动特征,离创新效率的平衡发展还有一定差距。通过东、中、西部和八大经济区域的对比可以看出,东、中、西部间的创新效率不平衡主要是由于区域内不平衡造成的,但是八大经济区域间的创新效率不平衡主要是由区域间创新效率不平衡造成的。This paper uses China’s interprovincial panel data from 2000 to 2017,and adopts the Gini coefficient,Theil-L index and Theil-T index to measure the unbalanced degree of innovation efficiency in the eight major economic regions in the eastern,central and western provinces of China(except Tibet,Hong Kong,Macao and Taiwan).Then,the paper uses Theil index group decomposition method to decompose the imbalance of innovation efficiency in China.The measurement and decomposition results show that the imbalance degree of innovation efficiency among Chinese provinces shows the change characteristic of first rising and then decreasing,there still existing a gap from the balanced development of innovation efficiency.By comparing the east,middle,west and eight major economic regions,it can be seen that the imbalance of innovation efficiency between east,middle and west is mainly caused by regional imbalance,but the imbalance of innovation efficiency among the eight major economic regions is mainly caused by the imbalance of innovation efficiency between the regions.
