沿海工业园区危险废物刚性填埋场设计研究

摘　　要：2019年9月30日GB 18598—2019危险废物填埋污染控制标准颁布,并将于2020年6月1日起实施,GB 18598—2019提高了柔性填埋场选址要求及入场标准。沿海工业园区精细化工、生物制药和医药化工等产业产生的废盐即使预处理也难以满足柔性填埋场入场标准,另外园区场地大部分为冲积形成,为软土区域且地下水位高,不满足柔性填埋场选址要求。为满足园区发展需要,考虑建设满足GB 18598—2019要求的刚性填埋场处理园区危废,GB 18598—2019刚性填埋场要求分单元建设,能在目视条件下观察到每个填埋单元的渗漏情况。而且基于刚性填埋场的环境风险控制水平和日后回取再利用的需求,GB 18598—2019放宽了刚性填埋场的入场标准。从选址及入场标准放宽2个方面的因素考虑,GB 18598—2019刚性填埋场必将在我国沿海工业园广泛应用。Standard for pollution control on the hazardous waste landfill(GB 18598—2019)has been promulgated on September 30,2019 and will be implemented from June 1,2020,which improves the site selection requirements and admission standards for flexible landfills.Even the pretreatment of waste salt from fine chemical,biological pharmaceutical,pharmaceutical and chemical industries in coastal industrial parks cannot meet the admission standards of flexible landfill,moreover,most of the sites in the park are formed by alluvium,which is a soft soil area with high groundwater level,and cannot meet the site selection requirements of the flexible landfill.In order to meet the development needs of the park,it was considered to build a rigid landfill meeting the requirements of GB 18598—2019 to dispose the hazardous waste in the park.The rigid landfill in GB 18598—2019 was required to be built in units,and the leakage situation of each landfill unit could be observed under visual conditions.Moreover,based on the level of environmental risk control level of rigid landfill and the demand of future recycling,GB 18598—2019 relaxed the admission standard of rigid landfill.Considering the two factors of site selection and admission standard relaxation,the rigid landfill in GB 18598—2019 would be widely used in coastal industrial parks in China.
