摘 要:工资调查是各类组织工资决策的重要依据。建立事业单位工资调查制度对于完善事业单位工资水平决策机制起着重要作用。国外公立机构工资调查的常见模式包括直接调查模式和间接调查模式。结合我国事业单位的特点和管理模式,应该坚持“谁决策,谁调查”的原则,建立涵盖国家、地方、行业、单位的多层次调查体系。应以专业技术人员调查为主,涵盖各类事业单位人员。调查要综合考虑人才流动半径和岗位价值等因素。在遵循可比较原则的前提下,各种类型的机构均应纳入调查范围。调查口径上,应以即期现金收入为主,综合考虑多种收入口径。Wage investigation is an important basis for wage decision-making of various organizations.To establish a wage investigation system of public institutions plays an important role in improving the wage level decision-making mechanism of the public institutions.Common modes of wage investigation of public institutions in foreign countries include direct investigation mode and indirect investigation mode.In consideration of the characteristics and management mode of public institutions in China,we should adhere to the principle of“who makes decisions,who investigates”,and establish a multi-level investigation system covering levels of country,local areas,industries and units.It should be based on the investigation of professional technical personnel,covering all kinds of personnel of public institutions.In the investigation,factors such as talent flow radius and post value should be considered comprehensively.On the premise of following the principle of comparability,all types of institutions should be included in the investigation.In terms of investigation caliber,we should give priority to spot cash income and comprehensively consider multiple income calibers.
