论高质量发展政策体系的目标取向与执行环境营造

摘　　要：高质量发展开启了我国经济发展新时代。经济高速增长时期的相关政策,越来越不适用于高质量发展的要求,必须构建全新的政策体系。高质量发展是践行新发展理念的发展,其政策体系的构建要遵循创新、协调、绿色、开放、共享的本质要求。为确保政策实施,必须营造宽松的政策执行环境。High-quality development has opened a new era of China's economic development.Relevant policies during the period of rapid economic growth are becoming more and more unsuitable for the development of the new era.We must accelerate policy substitution and innovation and build a new policy system to ensure high quality development.High-quality development is a practice of the new development concept,and its policy system must follow the essential requirements of innovation,coordination,green,openness,and sharing.In order to create a comfortable policy circumstance,we must be guided by new development concepts and further strengthen both the basic position of policy about competition and coordination between relevant policies.Negative list should be used to regulate market and government behavior.We need to perfect the related evaluation system and the incentive mechanism.We also need a kind of regulation to tolerate and correct some faults.
