摘　　要：以特朗普为代表的美国本届政府提出了"美国优先""美国第一""美国再次伟大"等观点,把是否符合美国利益作为唯一衡量标准,推行贸易保护主义和逆全球化政策,遭到了世界各国的普遍反对。特朗普上任以来,以"美国优先"和贸易保护主义为标志的美国对外经济政策出现了一些新的动向。主要表现在将"美国优先"置于国际法之上,利用经济霸权胁迫世界各国服从与配合美国的对外经济政策,对外政策的不确定性、随意性增强,借助政治军事等手段遏制中国经济崛起的意图明显,热衷于单边主义和一对一的双边谈判,为挽救国内执政困局极力推行贸易保护主义。基于"美国优先"的原则和遏制中国崛起的需要,中美之间的贸易摩擦和经济纠纷将会常态化,为此,必须采取强有力措施来积极应对这一局面。The new U.S.government,represented by Trump,has put forward such viewpoints as"America First","U.S.first"and"U.S.greatness"and so on.It regards conformity with U.S.interests as the sole criterion,pursues trade protectionism and anti-globalization policies,and pursues economic hegemony,which has aroused universal opposition from all countries in the world.Since Trump took office,there have been some new trends in American economic hegemony marked by"America First"and trade protectionism.Mainly manifested in putting"America First"above the rules of international law and international organizations,using economic hegemony to coerce all countries to comply with and cooperate with the United States'foreign economic policies,increasing the uncertainty and arbitrariness of foreign policies,and using political and military means to curb China's economic rise with obvious intentions and keen on unilateral ownership.The one-to-one bilateral negotiations,which are not interested in multilateral mechanisms,are vigorously promoting trade protectionism in order to save the domestic ruling predicament.Based on the principle of"America First",trade friction and economic disputes between China and the United States will normalize in order to contain China's rise.Therefore,we must take strong measures to actively deal with this situation.
