摘　　要：非煤矿山外包工程是伴随我国经济发展及其对矿产资源需求不断增长的步伐而出现的一种新的施工方式,近年来出现事故频发、多发的现象,引起政府和企业加强非煤矿山外包工程安全监管的重视。针对非煤矿山外包工程安全管理进行探讨,明确法律中关于非煤矿山外包工程的关键内容,深入系统地剖析了非煤矿山外包工程安全管理存在的关键问题,并就地方安全监管部门、企业和公众对非煤矿山外包工程管理的错误认识,提出了非煤矿山外包工程安全管理可行的对策措施。Non-coal mine outsourcing project is a new construction method that comes along with China’s economic development and its increasing demand for mineral resources.In recent years,frequent incidents occur,so that the government and enterprises pay serious attention to strengthen the safety management of non-coal mine outsourcing project.In this paper,the safety management of non-coal mine outsourcing project were discussed,the key contents of non-coal mine outsourcing project in the law were clarified,the key issues in the safety management of non-coal mine outsourcing project were analyzed deeply and systematically.Then,according to the misunderstanding of local safety supervision departments,enterprises and the public on the management of non-coal mine outsourcing projects,feasible countermeasures were proposed for the safety management of non-coal mine outsourcing projects.
