摘　　要：为提高地方铁路总承包项目管理水平及保证项目成功交付,研究其关键成功因素很有必要。首先,通过文献研究法及实地调研法总结了地方铁路总承包项目的32个成功因素,提出项目成功因素的六维模型;然后,使用问卷调查统计得出项目成功因素的重要性程度排序,找出了业主资金拨付、总包团队管理水平、地方政府支持程度等15个关键成功因素;接着采用ISM模型法,构建了关键成功因素的层次结构模型,使用模型分析了关键成功因素的作用路径。例如,关键成功因素可以通过总包团队管理水平→分包团队水平→劳务队伍水平→业主干预→业主资金拨付的路径影响项目成功。最后,从不同角度对地方铁路总承包项目的实施提出对策建议,以供项目相关参建方参考。It is necessary to study the critical success factors in order to improve the management level of local railway general contracting project and ensure the successful delivery of the project.First,the paper summarizes 32 success factors of local railway general contracting project through literature research and field investigation,and puts forward the six-dimensional model of project success factors;then,the importance degree of project success factors is ranked by questionnaire statistics,and 15 critical success factors such as owner fund allocation,total package team management level and local government support level are found out.Then the hierarchical model of the critical success factors is constructed by using the ISM model method.The critical success factors can influence the success of the project from this path:general contracting team management level→sub-contracting team ability→labor team level→owner intervention→owner’s fund allocation.Finally,the countermeasures and suggestions for the implementation of the local railway general contracting project are put forward from different perspectives for the reference of the relevant participants of the project.
