农村敬老院发展困境与对策研究--以山东N镇为例

摘　　要：为分析农村敬老院在发展过程中遇到的难题,促进农村地区机构养老模式的发展,从实证的角度分析了N镇敬老院的运营现状。发现了在老龄化背景之下,农村敬老院存在入住率不高、运营模式不健全、专业性不强、服务文化养老方面欠缺等问题。指出了农村群众的整体文化水平不高、政府责任缺位、发展资金不足等是造成农村敬老院发展困境的原因。研究得出,加强现代养老观念的宣传,让农村群众接受机构养老的模式,完善机构养老"公建民营"的模式,政府大力扶持,扩宽其资金渠道,培养养老服务专业人才等对策,是解决农村机构养老的难题的重要办法。In order to solve the problems encountered in the development of rural elderly people’s homes and promote the development of institutional pension mode in rural areas,this paper analyzes the operation status of elderly people’s homes in N town from the empirical perspective.Under the background of aging,it is found that the rural elderly people’s homes have problems such as low occupancy rate,unsound operation mode,and lack of professional and cultural services for the elderly.It points out that the poor overall cultural level of the rural people and the lack of government responsibility are the reasons for the development difficulties of rural elderly people’s homes.It concludes that it is an important way to solve the problem of old-age care in rural institutions by strengthening the publicity of modern elderly care concept,making rural people accept the mode of institutional elderly care,improving the institutional old-age care mode of"public construction,private operation",providing strong support from the government,expanding its fund channels,and training professional talents for old-age care.
