摘　　要：新阶段、新起点,我国社会信用体系建设的主要任务、方向和目标应该是什么呢?回答这个问题应该基于四个方面的认识:信用是优化资源配置的新要素;信用资本由诚信度、合规度、践约度“三维”构成,信用建设需要社会共治;信用资本需要监管和宏观调控;信用资本价值实现需要市场与公共服务体系。面临新任务、新目标,我国社会信用体系建设要更上一层楼。Four aspects should be taken into consideration when it comes to answering the question of what should be the main tasks,directions and goals of China’s social credit system construction at the new stage and new starting point.These aspects are:credit is a new factor for optimizing the allocation of resources;credit capital is composed of three-dimensional elements(integrity,compliance,and keeping the promise)and credit construction requires social co-governance;credit capital needs regulation and macro-adjustment;the realization of the value of credit capital requires market and public service system.New missions and new goals call for efforts to elevate China’s social credit system construction to a higher level.
