供销社“去内卷化”路径探析——浙江“三位一体”改革之路

摘　　要：随着我国社会经济环境的发展变革,供销社日益偏离组建初衷,呈现出组织旨趣盈利化、业务非农化、产权“悬浮化”、治理非民主化等“内卷化”特征,虽经多次改革但收效甚微。浙江以习近平提出的综合合作思想为指南,将“三位一体”农合联建设与供销社综合改革紧密结合,依托农合联的非盈利组织宗旨、开放组织边界、多元治理结构、创新生态系统属性等特征,通过“增量改革”推进供销社“存量改革”,为供销社“去内卷化”开辟了一条可资借鉴的浙江路径。With the development of China’s social and economic environment,the supply and marketing cooperatives have increasingly deviated from the original intention and orientation of the organization,showing the characteristics of“involution”such as profitability of organizational interest,non-agriculturalization of business,“suspension”of property rights,and non-democratization of governance.Although it has undergone many reforms,little effect has been achieved.Zhejiang takes Xi Jinping’s“three in one”comprehensive cooperation thought as a guide,and closely integrates the“three in one”agricultural cooperative construction with the comprehensive reform of the supply and marketing cooperatives,relying on the non-profit organization of agricultural cooperatives,open organizational boundaries,multiple governance structures,and innovative ecological system.Through“incremental reform”to promote“stock reform”,it provides a Zhejiang path for“de-involution”of the supply and marketing cooperatives.
