村域社会资本对村干部双重代理投入的激励效应

摘　　要：从村域认同、村域信任、村域网络3个维度测度村域社会资本,利用陕西、河南、河北3省135个村微观调查数据,使用负二项分布回归模型,实证分析村域社会资本及其3个维度对村干部村民代理投入以及国家代理投入的影响。研究发现:村域社会资本及村域认同、村域信任、村域网络通过内在动机驱动机制、村民合作机制、信息分享机制对村民代理投入有显著的正向影响,每增加1个单位,村民代理投入分别增加35%、21.3%、19.5%和17.9%;村域社会资本及村域认同、村域信任、村域网络通过政府示范机制、政府信任机制、政府支持机制对国家代理投入有显著的正向影响,每增加1个单位,国家代理投入分别增加21.6%、11.1%、9.6%和10.2%。以上结论表明村域社会资本能有效激励村干部,缓解村干部双重角色边缘化,实现行政与自治力量的良性互动。This paper measures village social capital from three dimensions:village identity,village trust and village network.Using the micro-survey data of 135 villages in Shaanxi,Henan and Hubei provinces,and using the negative binomial distribution regression model,it empirically analyzes the influence of village social capital and its three dimensions on villagers’agent investment and national agent investment of village cadres.It is found that village social capital and village identity,village trust and village network have significant positive impact on villagers’agent investment through internal motivation driven mechanism,villagers’cooperation mechanism,and information sharing mechanism.For each additional unit,villagers’agent investment increases by 35%,21.3%,19.5%and 17.9%respectively;village social capital and village identity,village trust and village network have a significant positive impact on national agent investment through government demonstration mechanism,government trust mechanism,and government support mechanism.For each additional unit,national agent investment increases by 21.6%,11.1%,9.6%and 10.2%respectively.The above conclusion shows that village social capital can effectively stimulate village cadres,alleviate the marginalization of their dual roles,and bring the positive interaction between the administrative and the self-government forces.
