中日高等教育助学贷款制度比较研究

摘　　要：日本经济的快速发展得益于高等教育的普及,而完善的助学贷款制度为日本高等教育发展提供了有力的保障。通过梳理日本助学贷款管理体系和制度设计,对比中日两国高等教育助学贷款制度,借鉴其成功经验,要适应差异化需求,精准落实资助政策,完善社会信用体系,建立高效的助学贷款回收制度,完善贷款偿还规定,出台有效的还贷激励机制,进一步促进我国高等教育助学贷款健康发展。The rapid development of Japanese economy benefits from the popularization of higher education,and the perfect student loan system provides a strong guarantee for the development of higher education in Japan.By combing the management system and system design of Japanese student loan,comparing the system of higher education student loan between China and Japan,drawing on its successful experience,we should adapt to the needs of differentiation,implement the subsidy policy accurately,perfect the social credit system,establish the efficient system of student loan recovery,perfect the regulation of loan repayment,and introduce an effective incentive mechanism to repay the loan,so as to further promote the healthy development of student loan for higher education in China.
