摘　　要：小案管控模式是指对一些轻微的刑事案件以及部分影响社会稳定的治安案件进行管理和控制的方式。随着时代的发展,犯罪态势的变化,大案要案得到了有效遏制,而小案侦破率低,警务关注有限,防控乏力,一直是基层公安机关面临的难题。公安机关应当分析小案的发案机理,借助新型警务技术Video-GIS数据采集系统,在对高发的小案进行数据建模的基础上,对重点地区、重点人员进行管理和控制,变案后打击为案前预测、同步监控,从而提升警务效能。The unserious Case Management and Control Mode refers to the method of managing and controlling those minor criminal cases and some public-order-related cases which affect social stability.With the development of the era and the change of the criminal situation,serious cases have been effectively curbed.However,the clearance rate of unserious cases is low because they may not catch the police’s attention so the prevention and control of those cases is ineffective,which has always been a puzzle for first-line police organs.Police organs should analyze the rules of those cases.Aided by new policing technology,that is,video-GIS data collection system,based on data of unserious cases collected in high-crime areas,police should manage and control key areas and key guys,and change the post-case combat into pre-case prediction and synchronous monitoring so as to improve the policing efficiency.
