摘　　要：文章利用2010年中央新疆工作会议实施的对口援助这一准自然实验,运用双重差分倾向得分匹配法(PSM-DID)考察对口援助对欠发达地区新疆经济的影响。研究发现,对口援助显著促进了新疆经济增长,但是随着时间的推移,援助的边际效应在逐渐减弱。通过研究进一步发现,援助通过固定资产投资来拉动经济增长,对新疆产业结构优化调整没有显著影响。上述研究结果表明,新疆经济发展主要依赖中央和援助省(市)的资金投入,尚未实现从输血到造血的转变。因此,要实现新疆的可持续发展,需要从以下几方面着手:首先,加强制度环境建设,优化营商环境;其次,加大教育和科技投入,有效提升人才水平和科技创新能力;第三,发展当地特色优势产业,促进受援地产业集聚;最后,建立科学合理的援疆工作指标考核体系,进一步调动援助省(市)的工作积极性。Based on the quasi-natural experiment of counterpart aid policy carried by the Central Working Conference on Xinjiang in 2010,the impacts of counterpart aid on Xinjiang’s economy in underdeveloped areas are analyzed through the difference in differencepropensity score matching(PSM-DID).Our research discovered that counterpart aid has effectively promoted the economic growth of Xinjiang,but as the time goes by,the marginal effect of economy is reduced.Counterpart aid increase the fixed assets investment to promote the economic growth,but has no effect on economic structure adjustment.Xinjiang's economic development mainly depends on the capital input from the central government and the aid provinces and cities,and has not yet realized self-reliance.In order to realize sustainable development in underdeveloped areas within Xinjiang,first,we should strengthen the construction of institutional environment and optimize the business environment.Second,we should increase investment in education and technology to effectively improve the ability of scientific and technological innovation.Third,we should develop advantageous industries with local characteristics and promote the industrial agglomeration.Finally,we should establish a scientific and reasonable evaluation system of work indicators for Xinjiang assistance to further mobilize the enthusiasm of counterpart aid.
