摘　　要："最多跑一次"改革为档案公共服务提出了明晰的行动目标和判断标准,它的深入推进需要档案利用法规作出适应性调整。在利用内容上,要建构以内容鉴定为基础的档案封闭期制度;在利用手续上,应简化优化流程,减少无谓证明;在服务主体上,应强化机关档案室的公共服务职责;在利用目的上,需要确保电子档案的法律效力,满足民众的档案凭证需求;在利用方式上,应建构统一的数字档案共享利用平台。"The Service Quality Improving with Efficiency" Reform has put forward clear action objectives and judgment standard for archives public service,and its further promotion needs the adaptive adjustment of archives utilization legislation.In the content of utilization,it is necessary to construct a archives closure system based on content identification;in the procedures of utilization,the optimization process should be simplified to reduce the needless proof;in the purpose of utilization,it is necessary to ensure the legal effect of electronic archives to meet the needs of the public’s archival credentials;in the methods of utilization,constructing a unified platform for sharing and using digital archives.
