由“灰”到“白”:档案编研成果公开性转变探析

摘　　要：档案编研成果是基于馆藏档案编纂成册的"智力成果",其以满足档案利用者需求为宗旨。然而多数档案编研成果未向社会开放,不仅与档案本身的保密性有关,还受制于相关法律法规缺失、"重内轻外"的保守意识,以及编研方式和利用方式等。因此,在制定相应的专门法律法规、搭建档案编研工作与社会良性沟通的桥梁、科学限定档案编研成果中灰色文献向社会开放利用时间的同时,也应跟上大数据时代的步伐,创建档案编研成果灰色文献数据库,为其价值的充分发挥和知识挖掘奠定基础。Archives compilation and research results are based on the"intellectual achievements"of archives compilation,which aims to meet the needs of archives users.But most of the compilation and research results of archives are not open to the society,which is not only related to the confidentiality of the archives themselves,but also subject to the lack of relevant laws and regulations,the conservative consciousness of"focusing on internal rather than external",as well as the compilation and research methods and utilization methods.Therefore,while formulating relevant special laws and regulations,building a bridge between the compilation and research of archives and the society,and scientifically limiting the time for the gray literature in the compilation and research of archives to be opened to the society,we should also keep up with the pace of the era of big data,create the gray literature database of the compilation and research of archives,and lay a foundation for the full play of its value and knowledge mining.
